At the end
of June, 2019, Cangzhou Lingang Xingye Chemical Technology Co., Ltd (Lingang
Xinye) announced that the company was granted with the Pesticide Production
License approved by the Agricultural and Rural Department of Hebei province in
June. As is demonstrated in the license, the approved scope of production only
involves Clethodim technical. According to Lingang Xinye, the company is
acknowledged to be qualified after a strict inspection of the department. It is
worth mentioning that this is the first time that the company has had a Pesticide
Production License after the new Chinese Regulations on the Management of
Pesticides came into being in June 1,
2017.
Lingang
Xinye, founded in 2014, mainly engages itself in the production and procurement
of pharmaceutical and agricultural intermediates and 2-chloro-5-chloromethylpyridine.
New Chinese Regulations on the Management of
Pesticides approved by the Prime Minister of China in June 1, 2017
On June 1,
2017, the Prime Minister of China, Li Keqiang, approved the new version of Regulations
on the Management of Pesticides of China (the regulations), which came into
force right away on the same day. Under the regulations, new systems regarding
the administration of pesticides registration, production and operation emerged.
According
to the regulations, pesticides produced in and exported from China require to
be registered. Only the qualified pesticides after tested and exanimated are
granted with Pesticide Registration Certificates. In addition, a system
concerning Pesticide Production Licenses will be implemented, under which
pesticides are required to be inspected strictly before they leave the factory.
As for pesticides for edible agricultural products, a safety interval have to
be marked out. Besides, enterprises are requested to have the conditions listed
on the regulations before making business of pesticides. Business operators are forbidden to process
and pack any pesticides. Professionals are required when it comes to the
operation regarding highly toxic pesticides.

Province ranked top in China, with 14 Pesticide Production Licenses issued
With the
new amendment of the Chinese Regulations on the Management of Pesticides in
2017, the Chinese pesticide industry has developed itself in a new condition.
In June 21, 2017 the Measures for Administration of Pesticide Production License
were issued and went into effect from August 1, 2017. Right after that, the Chinese
Ministry of Agriculture announced the Rules for Examination of Pesticide
Production License in September 3, which were effective from October 10, 2017.
Since the
new regulations emerged, relevant work regarding the Pesticide Production
License has been executed. At that time, Jiangsu Province walked in the
forefront of the country. It is well known that Jiangsu has been playing a
significant role in the Chinese pesticide industry with a great amount of
production each year. In the same year when the new version of the was born,
the agricultural authorities of Jiangsu Province sent out 14 Pesticide
Production Licenses in total, making Jiangsu the top province with the best
result concerning the new regulations. Apart from that, 3 enterprises were granted successfully with Pesticide
Production Licenses in Guangdong Province, 1 in Fujian Province and 1 in
Tianjin City. In the meanwhile, Shandong and Sichuan Province got down to the
implementation of relevant policies.
